Six Million Afghan Immigrants Cannot Vote in the Upcoming Election

Independent Election Commission officials say that the Commission has no plans to register immigrants outside the country, and as a result, around 6 million Afghan refugees living abroad cannot vote. Paragraph 5 of Art. 5 of the Election Law on the right of people to vote stipulates that "Kuchis, refugees, staff of diplomatic missions based abroad, military personnel and eligible prisoners have the right to vote at separate polling centers assigned by the Commission to participate in the elections, if possible.”

Officials of the Election Commission say that the commission does not have the technical capacity and necessary budget to register foreign immigrants.
