Domestic and foreign companies and firms starting a new business in Afghanistan need a business license from the Directorate General of Central Business Registry and Intellectual Property (ACBR) at the Ministry of Commerce and Industries. Sector based companies operating in certain industries need to obtain an additional license from the responsible ministry before submitting an application for the ACBR license. Similarly, NGOs need to have license from the Ministry of Economy to operate legally in Afghanistan.
